The center was founded in 1994.

It was named after Ray Lovato, a Rock Springs native who dedicated his life to public service. He was the director of the city Housing and Community Development office where he wrote grants for low-income housing in Rock Springs. He was also integral in the founding of the Rock Springs Historical Museum. The memorial to Ray Lovato (pictured) is located near the Rock Springs Historical Museum, about a block away from the center.

Ray Lovato Recycling Center believes in giving second chances, not only to the product we recycle, but also to the people in the community who strive to become productive members of our society. Some of our employees come to the center seeking a second chance from past mistakes. Others have disabilities that have prevented them from employment elsewhere. Regardless of their past or ability level, we are happy to have them on our team and working to make Sweetwater County greener.
